Garrett Devenney

Prior to joining ACT for NIH in February 2025, Garrett Devenney was the Chief of Staff of the Health Resources and Services Administration (HRSA), an agency of the U.S. Department of Health and Human Services (HHS).

He previously served as Senior Health Policy Advisor for the U.S. Senate Health, Education, Labor, and Pensions (HELP) Committee, a role in which he oversaw a portfolio that included the National Institutes of Health (NIH), the Advanced Research Projects Agency for Health (ARPA-H), the Health Resources and Services Administration (HRSA), the Older Americans Act and aging issues, and Tribal health.

Before joining the Committee, Garrett served as Health Legislative Aide to Senate leadership and completed his placement as a David A. Winston Health Policy Fellow with the HELP Committee.

Originally from Eighty Four, Pennsylvania, Garrett received a Master’s of Public Health (MPH) from the Dornsife School of Public Health at Drexel University and a bachelor’s degree in biology and global health studies from Allegheny College.
